Robert Lucien Jean-Claude Kargougou

Minister of Health, Burkina Faso

Dr Robert Lucien Jean-Claude Kargougou is a public health physician, specialising in health systems policy management. He holds degrees in nutritional epidemiology and public immunisation prevention systems management. Dr Kargougou has expertise in health services organisation and planning, particularly in supporting the health system of Burkina Faso. 

Dr Kargougou has held the positions of Chief Physician of the Medical Center (Surgical Unit), Chief Physician of the Solenzo Health District, Regional Director of Health for the East and Center-West, and Chairman of the Board of Directors of the Regional Hospital Centers of Fada N'Gourma and Koudougou. In this capacity, he pioneered the implementation of surgical activities in the Solenzo Health District.

After serving at the UNICEF country office, Ouagadougou, he took up the position of Secretary General of the Ministry of Health, and then Technical Advisor to the Minister of Health (February 2016 to May 2018). In this capacity, he contributed to the coordination of the implementation of major health system reforms, including free health care for women and young children, the recruitment of more than 17,000 community-based health workers, pharmaceutical reform, hospital civil service, and the formulation of the 2nd tranche National Health Development Plan (2016-2020). He also coordinated the joint Ministry of Health and Finance teams within the framework of the Harvard Ministerial Leadership Program.

As Global Financing Facility (GFF) Liaison Officer, Burkina Faso (May 2018 to April 2021), he acted as liaison and coordinator between various stakeholders, including Burkina Faso Government, technical and financial partners, civil society organisations and the private sector, culminating in formulating the investment case for maternal, child and adolescent health and nutrition.
