Gavi and Côte d'Ivoire commit to a successful programmatic and financial transition

Côte d’Ivoire commits to fully finance its routine immunisation programme over the next five years to ensure sustainability beyond Gavi support

Geneva/Abidjan, 17 July 2024 – Gavi, the Vaccine Alliance and the Government of Côte d’Ivoire have committed to a successful accelerated trajectory to transition from Gavi support by both agreeing to make key investments in immunisation and health systems over the next five years.

The commitment follows dialogue with Prime Minister Robert Beugré Mambé, Minister of Health Pierre Dimba and Alliance partners during a two-day visit to Côte d’Ivoire by Gavi CEO Dr Sania Nishtar in her first visit to the country.

“Côte d’Ivoire’s accelerated trajectory to transition from Gavi support shows the country’s commitment to sustainable immunisation and highlights the success of our partnership model,” said Dr Nishtar. “We have been partners since 2000 and together have seen many notable achievements including the introduction of the HPV vaccine and the launch of the malaria vaccine.”

Topics discussed with His Excellency, the Honourable Prime Minister, Honourable Minister of Health, Honourable Minister of Finance and representatives from Government and Alliance partners include plans for Gavi’s investment in strategies to increase vaccine coverage and reach missed children, as well as Côte d’Ivoire’s increased financial commitments to sustain the gains of the immunisation programme beyond support.

As part of this transition pathway, the government’s co-financing contribution for vaccine purchases will increase from 34% in 2024 to 100% in 2030

Partners since 2000

Gavi and Côte d’Ivoire have been collaborating on routine immunisation and outbreak response in the country since 2000, working in close partnership with Alliance partners including the World Health Organization and UNICEF. Over the years, Gavi has invested more than US$ 528 million in Côte d’Ivoire through procurement of vaccines, cash support, cold chain equipment and TA support preventing more than 230,000 deaths. Following transition in 2030, Gavi’s partnership with Côte d’Ivoire will continue, and catalytic support will remain available to support introduction of new vaccines and prevent backsliding.

The Gavi mission attended the official launch of the introduction of a second malaria vaccine in sub-Saharan Africa on Monday, 15 July. The R21/Matrix-M malaria vaccine is being introduced into the routine immunisation programme and initially rolled out across 38 districts, with a view to vaccinating 250,000 children over the next two years.

The government of Côte d’Ivoire hosted the Ministerial Conference on Transition and Sustainable Financing, bringing Gavi countries from the sub-region together to share experiences, and discuss challenges and solutions for a successful transition.

The conference, in which the Gavi mission participated, resulted in the adoption of the Abidjan Declaration by the Ministers and Officials from Bénin, Congo, Côte d’Ivoire, Djibouti, Ghana, Mauritania, Nigeria, Sao Tome and Principe and Senegal, which commits to successful transition from Gavi support by securing the financial resources needed to protect and sustain programmatic achievements.

Since 2000 Gavi has facilitated the immunisation of over 1 billion children – over half of the global birth cohort. In doing so, it has generated over US$ 200 billion in economic benefits, freeing up health systems’ resources to provide other essential services. The Gavi model is country led – once countries become economically able to transition out of Gavi support, they fund their immunisation programmes independently.
